The city's Chief Executive Directs Investigation into Tragic Inferno that Took 151
Hong Kong's leader, John Lee, has ordered the creation of an separate inquiry panel to examine the reasons of a catastrophic blaze that took a minimum of 151 people.
A Blaze of Unprecedented Scale
This past Wednesday, the majority of the residential blocks at the housing complex—which had been undergoing extensive renovations—were engulfed by fire. Investigators have since found that protective netting installed on the buildings fell short of flame retardant standards.
No fewer than 13 individuals have been taken into custody over suspected manslaughter, including the senior figures of a building firm.
"Yes, it is a tragedy, it is a big fire. Changes are required. Yes, we have identified failures in various phases. Hence we must take decisive action to ensure that all these gaps are addressed," remarked Mr. Lee.
The Probe and Its Consequences
The fire—which spread quickly both vertically and across the separate towers—was not completely extinguished by Friday morning, approximately two days after it began, and necessitated over 2,000 emergency responders to contain.
That very day, officers commenced entry into the buildings to secure proof. Authorities say the probe could require approximately a month.
Shortcomings Uncovered
Several residents have reported they were not alerted by a smoke detector when the fire started. Local firefighters found that detection devices in all eight blocks were malfunctioning.
The city's construction authority has temporarily suspended construction activities on 30 private projects.
Demands for Probe and Detentions
Separately, officers took into custody a young man on allegations of sedition on the weekend. He was part of a gathering demanding an autonomous investigation into the fire. An internet-based appeal amassed over 10,000 supporters in less than a day before its page was taken down.
Another two individuals, including a ex-local representative, were also taken in by officers, per press accounts.
Global Response
The rights group and Another watchdog have both criticised the alleged detentions.
"The moment has come for the local government to openly examine the causes of the tragic incident...as opposed to silencing those who pose valid inquiries," Amnesty International said.
Historical Context and Demographics
The residential complex was constructed in 1983 and had provided nearly two thousand flats for some 4,600 residents, based on a 2021 government census.
Nearly 40% of its residents are thought to be over 65 years of age. A number have lived in the government-supported development since it was built.
The city's second-most fatal incident on record claimed 176 individuals in the mid-20th century and was triggered by a blast on the lower level at a five-storey warehouse. The most deadly was at a sporting venue in 1918, when over 600 individuals died.
